Repair or replace, how do I decide?
Three inputs settle it: how old the unit is, what has actually failed, and whether it has failed before. A young tank with a dead thermostat is a repair, comfortably. A tank leaking from the body is a replacement, always, because a corroded shell cannot be made sound again. Between eight and twelve years with a repeat fault, replacement is usually the better value even when a repair is technically possible.
How often should a heater be flushed here?

An unusual capacity, an awkward closet, or a switch to tankless can push it to the next day.
My hot water has gone brown but the cold is clear. What is that?
That split is the useful clue. If it were the supply, both would be discolored. Hot only means it is happening inside the tank, which is the lining corroding once the anode rod has been consumed. It is an end-of-life signal rather than a fault to fix, so it is worth planning the replacement rather than waiting for the leak that follows.
The heater is in a shared closet in an attached home. Does that change anything?
It changes access and venting rather than the plumbing. Closet installs need the right clearances and a vent path that still works, and getting an old tank out of a tight space is part of the job we price rather than a surprise on the day.
